Data details

Name Land Parcel Identification System (LPIS)
Note The Integrated Administration and Control System (IACS) has been developed and adopted in 1992 by the EU. It provides geo-referenced, on-line information that is supported by up-to-date nationwide image datasets. One part of IACS is the Land Parcel Identification System (LPIS). It was designed as the main instrument for the implementation of the Common Agricultural Policy (CAP) first pillar – direct payments to the farmer, i.e. to identify and quantify the land eligible for payments. As the CAP modulation reinforces the efforts on sustainable rural development (the second pillar), the cross-compliance with environmental, sanitarian and societal requirements force agricultural GIS systems to store additional data and to inter-operate with environmental and other databases.

Requirements

Requirement Level of compliace Note Information costs Handling costs Created on Last modified on
Land Cover Partially Would be appreciated for various products and as reference data source at several processing steps, e.g. as as reference data for the production of the skeleton (intermediate product) and for differentiation of the various Land Cover/Land Use (LC/LU) classes. However: limited availability and accessibility, highly variable quality across EU member states, unsufficient coverage and differing accuracy limit it to only partial compliance. Efforts have to be made for recoding and re-editing LC/LU classes. March 28, 2018, 6:21 p.m. June 23, 2022, 12:21 p.m.
Land Use Partially Spatial coverage may not be complete. Temporal coverage and/or timeliness may be lower than required as often not the lastest dataset is made available to the Services. March 28, 2018, 6:21 p.m. June 23, 2022, 12:21 p.m.
Land Cover - Grassland Partially Used for selection and extraction of training sample and plausibility checks. Requires recoding. Limited accessibility and highly variable quality across EU member states, unsufficient coverage and differing accuracy limit it to only partial compliance.
